Documents: 3377 Warrensville

Public Hearing on the request of Annie Richman, Shaker Rocks, 3377 Warrensville Center Road, to the Board of Zoning Appeals for a variance to the parking space size regulations for this new commercial building. The applicant proposes to stripe an approved two car parking area to create three compact car parking spaces. The parking spaces are proposed to be 7 feet 6 inches in width by 18 feet in length. Code requires parking spaces to be 9 feet wide and 18 feet in length. The parking lot shares access and some parking with the adjacent apartment building. The City Planning Commission and Board of Zoning Appeals approved the site plan and parking lot layout for this new building in January of 2018.

Public Hearing on the request of Donqualla Hale-Peterson, Lee Road Learning Center, 3663 Lee Road, to the Board of Zoning Appeals and City Planning Commission for a Conditional Use Permit for a child day care center in the C-3 Commercial zoning district. The applicant proposes a child day care center in this building. The applicant proposes to care for children from 18 months to 12 years of age. A total of 33 children and several staff will be located at this property. The business is proposed to operate 7 days a week from 5:30 a.m. to 12:00 midnight. There is a playground at Bright Eyes Day Care at 3635 Lee Road, which the children will utilize. A trash dumpster will be located at the rear of the lot inside a 6 foot tall wood fence enclosure. Code requires a 6 foot tall brick wall enclosing a dumpster adjacent to a residential lot. The existing parking lot has 7 parking spaces. There is a shared parking agreement for 5 additional spaces for staff members at 3669 Lee Road for a total of 12 available spaces. Code requires 10 on-site parking spaces. The Board of Zoning Appeals must approve a variance to the number of on-site required parking spaces and a shared parking agreement. Council confirmation is required for the Conditional Use Permit.

Public Hearing on the request of Hunter Wash, Loving Cup Academy, 16500 Chagrin Boulevard, to the Board of Zoning Appeals and City Planning Commission for a revised Conditional Use Permit and a parking variance to expand a child day care center. The applicant proposes to add additional space for their existing before and after-school day care operation by expanding into adjacent former office space. The additional 1,826 square feet will accommodate 50 to 60 school age children from 5 to 12 years old. The day care currently has 33 school age children enrolled. Code requires an additional 9 parking spaces for the added square footage of day care space. No new parking spaces are proposed. The tenant space was approved for a day care in 2006 with a parking variance, access, and drop off area improvements required in the interior courtyard parking area. A playground is located in the patio area of the courtyard. The staffing and hours of operation will not change due to this request. The property is part of a development site and includes Walgreens and the Postal Service vehicle repair facility. Council confirmation is required for a Conditional Use Permit.
